The Palace of Congresses and Auditorium of Navarre / Baluarte Batzar Jauregia eta Nafarroako Auditorioa, also known as Baluarte, is a building completed in 2003 whose purpose is to contribute to the cultural development of Pamplona and in general of Navarra, supplying the deficiencies of which, until its construction, suffered the Navarrese capital. It is a large space capable of hosting all kinds of cultural and commercial events. It is one of the largest spaces of this type in Spain, with a total area of 63,000 m², including two underground parking facilities. The building was designed by the Navarrese architect Francisco Mangado and promoted by the Government of Navarre.
Located in the very center of the city, Baluarte enjoys a privileged location between the most dynamic commercial and leisure area of the city, and the monumentality of the Ciudadela of Pamplona, an old fortress of the sixteenth century converted into an important park. The building is located in the First Ensanche, where the infantry barracks were built at the beginning of the 20th century, linking the city center with the important set of green areas surrounding it, drawing continuity between the historic center of Pamplona And the enclosure of the citadel, and consummate the encounter with the Second Ensanche. Its own L-shaped configuration is also projected onto a large pedestrian plaza of 10,000 m².
